Caroline County’s previous tax rate was 1.25% of real estate value as assessed and brought a budget of $10 million in different sources. A quarter of this budget came in real estate taxes in the form of property worth $200 million.

Recent property value reassessments, including a 2% valuation reassessment and the addition of 15 new businesses with an assessed value of $4 million, have had a direct impact on the tax base. In addition, a $10 million housing development contributes to the county’s total property value. In addition, state mandates add another $500,000 to local schools, which state money will not be able to fund. Six new school buses that cost $200,000 each will also be purchased by the county. The tax rate and budget for next year will need to consider closely the estimated property valuations and growth within the county surplus in order to produce a financially responsible financial plan.

Nevertheless, it reduces workers’ morale and leads to less precise estimates because senior management does not have much information about departmental requirements.

The decision to use participative or autocratic budgeting depends on organizational goals. County government participative budgeting can result in improved financial plans and employee morale, but the advantages and disadvantages of both methods should be wisely weighed.
